Chief Constable Chris RowleyChris Rowley - Chief Constable

Chris is the Chief Constable for Lancashire Constabulary and has nearly 30 years policing experience in a range of areas covering serious crime investigations, local policing, large scale incidents and major events.

He joined Lancashire in April 2021 on promotion from his role as Deputy Chief Constable in Humberside Police, a position he’d held for three years.

Chris began his policing career in West Yorkshire where he served for 25 years, becoming Head of Crime and Head of the Regional Crime Unit before being promoted to Assistant Chief Constable in South Yorkshire Police.

He is the national lead for police wellbeing and is passionate about providing the best possible service to victims of crime and to the communities we serve.

 

 

 

ACC Terry Woods

Terry Woods - Deputy Chief Constable

Terry is the Deputy Chief Constable of Lancashire Constabulary and was appointed in July 2017.

He has responsibility for policing services delivered in all Lancashire's territorial policing divisions and the control room at our police HQ in Hutton.

Terry has worked in various locations across Lancashire and in numerous roles including Response, Road Policing & Motorway, Support Unit, Child Sexual Exploitation Teams, Neighbourhood Policing and Change Management.

He is an accredited Specialist Strategic Firearms, CBRN, Public Order and Multi Agency Commander and has commanded many large scale operations over the years.

Terry leads nationally on Police Driver Training and Onshore Gas and Oil Exploration.

ACC Peter LawsonPeter Lawson - Assistant Chief Constable (People and Specialist Uniform Operations)

Peter began his policing career in Preston and has since served in most areas of the county in a wide variety of uniformed roles.

He is an accredited Strategic Firearms, Public Order, and Multi-Agency commander and has been involved in the policing of many high-profile events and incidents during his career ranging from sporting occasions to protests and large civic and protection events.

TACC Jo Edwards

Jo Edwards - Temporary Assistant Chief Constable

Jo Edwards is Temporary Assistant Chief Constable for Lancashire Constabulary.

An experienced detective, she has been a Police officer for 24 years and worked in a number of complex areas of business including counter terrorism, major crime and investigation, intelligence, forensics and serious crime.

In 2016 Jo was promoted to the rank of Detective Superintendent and left the Constabulary to be appointed as the Head of Intelligence and Harm Reduction, North West Regional Crime Unit (TITAN), where she led a number of specialist capabilities on behalf of the six North West forces, to mitigate the threat from Serious and Organised criminality.

Jo returned to Lancashire in September 2017 following promotion to the rank of Detective Chief Superintendent where she held responsibility for Serious Crime and Specialist Capabilities, before being appointed to the rank of T/ACC.

As a LGBT Stonewall role model, Jo is committed to creating an inclusive culture in which people feel they can be themselves.

Sam MackenzieSam Mackenzie - Temporary Assistant Chief Constable (Territorial Operations)

Since joining Lancashire Constabulary, Sam has split his service between uniformed and investigative roles and enjoyed time in every rank up to Chief Superintendent within these different functions.

He has worked throughout Lancashire. His experience ranges from being a Neighbourhood Officer in Blackpool and Response Sergeant in Blackburn through to Detective Chief Inspector in the Public Protection Unit and Head of Lancashire’s Professional Standards Department.

He also spent time working for Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) which independently assesses the effectiveness and efficiency of police forces across the country.

Prior to his promotion to Temporary Assistant Chief Constable, Sam was Head of Local Policing where he led on the introduction of Rural and Neighbourhood Task Forces.

 

 

 

Director of Resources Ian CoshIan Cosh – Director of Resources

Ian joined the force in 2011 having previously worked as Assistant Director of Corporate Finance at Lancashire County Council.

He is responsible for the delivery of Support Services including Finance, ICT, Estates, Fleet and Procurement. He is also the Force Senior Information Risk Owner (SIRO).

Ian is a member of The Chartered Institute of Public Finance and Accountancy (CIPFA).
